When you go to the page you want to follow, up in the top left corner, you will see FOLLOW right beside the Blogger search bar. Just click it and you'll be given the choice to follow anonymously or publicly. Once that happens, whenever you see your dashboard, you'll be able to view the list of blogs you're following.
